Joe Biden is aware that the votes of African Americans are vitally important for him to win the election.  Therefore he has developed the "Biden Plan for Black America" that focuses on economic, health, and other disparities that are roadblocks to the American Dream for African Americans.  His plan includes the following:

  • Invest in African American Businesses and Entrepreneurs

  • Ensuring equal access to credit and capital. 

  • Double funding for the State Small Business Credit Initiative. 

  • Expand the New Markets Tax Credit, make the program permanent, and double Community Development Financial Institutions (CDFI) funding

  • Improve and expand the Small Business Administration programs that most effectively support African American-owned businesses.

  • Increase opportunities for African American-owned businesses to obtain or participate in federal contracts.

  • Protect small and disadvantaged businesses from federal and state contract bundling which often locks out African American-owned smaller firms from effectively bidding on procurement contracts.

  • Make sure economic relief because of COVID-19 reaches the African American businesses that need it most.

  • Help families buy their first homes and build wealth by creating a new refundable, advanceable tax credit of up to $15,000.

  • Roll back Trump Administration policies gutting fair lending and fair housing protections, strongly enforce fair credit reporting laws, and create a new Public Credit Reporting Agency.

  • Give local elected officials the tools and resources they need to combat gentrification.

  • Establishing a $100 billion Affordable Housing Fund to construct and upgrade affordable housing.

  • Providing tax incentives for the construction of more affordable housing in communities that need it most.
